This IS a specimen coin But PCGS graded it as MS68.
Have a real good look at the left hand side on the reverse of the coin and see where PCGS not only got the attribution wrong but also the grade.

Yeah with the amount of bulk submissions of Aussie coins being sent to them lately I have been noticing more and more of these issue coins. No way I would be buying HK graded 1960's Perth reds for example, there was a time when Perth reds pretty much didn't exist, now they are popping up everywhere. Some of the RB's I've owned have been much nicer than the reds I have been seeing. I'll just stick to my high grade rarer coins I think :)

Submissions of 10,000 coins at a time is NOT helping to keep the standards up and is seriously affecting the turnaround times as well

No turnaround is becoming a joke, I have 7 or 8 submissions over at the moment. Used to be by the time I got my next one ready the first ones would be back but not anymore. They have been away so long I've forgotten what they look like :(

I know that feeling, luckily I now take my own images of all the coins that I send to PCGS just in case one of them gets damaged during the grading process and I can look at these.
The relitivly new way that you can now see which coins you have in each submission on the PCGS website helps a bit as well.
