1981 Quarter Error--Tops Of Liberty Letters Have Extra Punch?

I'm asking for help here. I found this in my change and have compared it to other quarters of similar years and have not seen these raised parts on other pieces. I hope the photo will help as I can't seem to get any better shot, but the tops of each letter in LIBERTY have a raised metal across tops. Reverse also shows in minor detail on letters of ARTER and DOLLA in quarter dollar on bottoms of letters. I could not get a photo clear enough as my camera is old. Any help would be appreciated. I have resized it and cropped it, hopefully it will show better this time. Thanks Coop.

Crop your image and you can enlarge it more so we can see what you have. Keep in mind in order to compare what should be normal on coins, always use the same year coin to compare with. Some years have different designs.

Ok. I think I see what is going on with your coin.
1. Note the Motto? See how the devices there are weaker on the outside edge of that area. Several things can cause. Struck Through Grease on a partially filled die can make this happen. When the lower devices are wider than the other ones, then that is usually the cause.
2.Also coin wrapper damage can damage devices a certain distance in on the coin. Note the circular coin scratches on the left and right side of the coin? Those are probably from that. These can also flatten devices, but they tend to damage the devices.
3. On LIBERTY a partial uneven fill on those devices will make certain parts of those devices tall and others shorter. So the tops of the devices on LIBERTY are normal, the centers of the devices look like it was struck through a small amount of grease on them. So I'm leaning more toward the die was wiped down with a cloth to remove grease that was on the fields the die. Some was pushed into the devices that are lower in height than the other ones. No premium for this. (in fact none of the things mention would increase the coins value. But sometimes know what happened explains why your coin looks like that. Keep looking.

Just a note: When comparing coins use the same year,mint mark and grade when possible. Apples to apples not apples to oranges.
