Not sure, doesn't look right to me though.

Looks like it was sanded in the first two images. But you can still see some copper plating showing through. The third image looks like it was painted? But definitely PSD. If it were missing the copper plating, we would not see it on the edges.

That looks manipulated... I have a legit '99-D that missed the plating and the edges do not look like that coin.
