Is this a error or some kind of damage from circulation possibly glue found it in my change the other day I will try to get better pictures if needed thank you

It looks like glue to me also. It may have been glued to another coin. It looks like the LIBERTY on the glued area is visible. Near 10:00

Glue ... My wife's aunt & uncle used to do crafts using pennies, etc. I still have a bag full glued together. When you pry one off ..the result is similar to yours.
