Unknown Strange Coin (Or Whatever It Is...)

I need your help for identifying a strange coin (or token, or fake, or whatever it is) which looks to me completely incomprehensible. After getting crazy and thinking it was a Punic or Celtic ancient coin, now I think that the the figure on the reverse (right) could be Garuda, the bird-like creature of Hindu mythology, which is often depicted on ancient coins from India and Indo-China. Anyway, I don't want to bias you too much: please just let me know what you think about this piece, independently from my hypotheses.
