Is this AT? I'm thinking possibly cleaned and retoned but not sure. What is the grade/value?

Must agree, but the earlier very large pics (now reduced considerably) show this to be a sharp MS coin, and I am wondering why it needed improvement.

Yeah ,the coin does have a sharp strike . that toning is possible ,but I have doubts about it .
