It looks like a struck through thread or fiber.

I forgot to mention why I called it a struck through error.
1. Note the line is incuse on the coin with a round bottom of the line.
(caused by something rounded that was between the planchet and the die)

2. Note the end of the line above the date tapers to an ending.
(the thread was tapered and edited at a point. if it were damage it wouldn't taper, but stay the same width when it stopped and would have a flat bottom on the trench it left)
