Clipped planchet - I don't know how to determine if it is legit or man made though. You'll need to wait on the others. Nice find if it is

From what I can see through the glare, it looks possible. Can you get images with it out of the flip ? An image of the side of the coin. One of the experts on here may be able to answer your question with the images you provide. I'm not an expert.

I see tapered rims and weakness in devices and I think I see blakesly effect on the obverse a little looks legit to me wait for others to chime in....and 1199 meant the edge of the coin-that can be telling also

Tapered rims + Blakesley Effect + metal flow on the O of ONE = a genuine incomplete planchet error, nice find

Congrats on your find. I see the blakesley effect. Just remember, on coins after 1982, if you think something is a clipped planchet, but the zinc layer is showing, it is most likely man made.
