I wish I could see more of the legend but I believe it might be Elagabalus, at least that may be a place to start.

Tom Mullally of Agora Auctions helped me out.
Cilicia, Diocaesarea - Caracalla, 198-217 AD
Obverse: laureate, draped and cuirassed bust right, countermarked with eagle in incuse oval and palm in incuse oval

Reverse: Athena in galloping quadriga left, brandishing shield decorated with aegis and thunderbolt

It certainly is a beautiful example, so much going on with the iconography. Also, the counter marks are perfectly placed.
