I ran a few searches for "S.L. WAR" and found no attribution clues whatsoever. I've been collecting and studying counterstamped coins for over thirty years now.
Brunk lists this same counterstamp known on a 1914 quarter (# W-152), so these are likely early 20th century issues. As I can't find "War" being used as a surname, the "S.L." may stand for the name of a country or countries that participated in a war? If this is the case, the large cent and quarter may have been stamped as mementos.
Maverick or unattributed counterstamps on common large cents will typically sell in the $20 range at present. Hope this helps.
