Not sure where you are referring to on the coin. Your pics are kinda blurry. On a side note, you should never clean your coins unless you don't care about value.

Different chemicals can turn a coin a different color. (sulfur can turn silver coins yellow, even if it is in the air in your area it can affect them) Sometimes they get a coating of a highlighter on them turn them a different color. Sometimes they are plated. If it were a wrong planchet, the weight would be 8.1 grams for the SAC dollars. (5.67 grams for quarters)
