I'd say corrosion from something that was lodged in the crevices or some type of tampering.

My guess is some type of post mint damage. Makes you wonder about people trying to counterfeit things like 1090-S VDBs. I have not idea how they go about it, but they lift the MM off of another coin and apply to a 1909 VDB. I believe this coin has the wrong type of "S" but I don't think a crook cares. anyway, just a thought.

I agree that this looks suspicious...but I will also say that it's a great photo of the "phenomenon." It isn't always very easy to get a good picture. Congratulations.
