I would guess some sort of plating issue or contamination under the plating. Please educate me and thanks.

i believe they are gas bubbles, formed in the manufacturing process..

could be bubbles caused by zinc rot

They are trapped gas bubbles not zinc rot (yet). It happens during the copper plating process. Contaminants get between the planchet and the plating.
