I'm thinking this is a die gouge/dent on this area. If this were a hubbing/striking issue, then the rest of the Memorial would be affected as well. But I'm not seeing that happening from the images provided. Is the mark near the 'E' on EPU raised or incuse?

The left corner is a match of the roof line, so I don't think it is a die gouge or dent.

But where it is going isn't. A tool may have been dropped on the die and dented that area. If it were hub doubling all the other devices would show the same thing going on. Also it starts out strong and weakens until it is gone.
