The reverse is slightly rotated. Is this collectible or is it within an acceptable range?

Can't tell how much. If less than 45 degrees, it is common. But above that it is collectable. Keep in mind the U.S. cents are normally rotated 180 degrees. Some countries use medal alignment. So from this image I'm not sure what you have?

It's Flipped "head over heel" if you get that in normal LMC fashion. I'd say eyeballing it 15 degrees off only.
