I am thinking that this is a clash. I know they are frequently subject to a slight rotation and in this case a slight off center. The coin also shows a rotation of 10 degrees or less. Does anyone think it might be something different? (See my lasy photo for an overlay).

That year also had a lot of die clashes. Note the heavy die scratches on both sides of the coin. The fields are getting so pretty thin. Note the die scratches on the steps. even the mid die devices are being affected. Here is one I found of interest for that year. You can see two die clashes, but they appear in normal positions.

I've seen die scratches on the steps before:

But I didn't put the year on the link? But it may be possible.
This one is a 1985:

So there must have been an issue in the 80's with die clashes? I know 83-84 were also plagued with them and the dies were over polished back then also.

Thanks, coop - I was wondering about the scratches on the steps. Until now I thought that was not possible!

Nice find
There is a lot die abrasion on that coin. You can even notice some thinning of the devices. It reminds me of another year, I think it was 1974 when some of the dies had whole details polished away.

Yes Coop that's the one. I have an example of that one put away in a box somewhere. I have seen a few of them around, so that die must have had a long life after the details were removed.
