This is a 1990 Isle of Man 1 Crown Proof Gold Penny Black Commemorative Coin from the Pobjoy Mint. Only 1,000 minted!
This proof commemorates the 150th anniversary of the Penny Black postage stamp. The unusual "Pearl Black" finish was developed exclusively for the Penny Black anniversary issue. Each coin is minted individually by a highly skilled artisan who first creates a cameo proof through repeated strikings. Next, a special "Pearl Black" layer is applied by hand, then rubbed away from the raised area - leaving a soft brushed gold border to contrast with the black incuse inscriptions and central design.
Specifications:
Metal: 999 fine gold
Diameter: 38.6mm
Weight: 31.119 grams

It looks like the black is coming off the obverse, at least.

There is a proof version in better shape for sale on ebay now for $1,475 with free shipping. After ebay fees and shipping the seller may not recoup gold cost.

@trout: For texture. To give it an antique look. Normally, though, this technique only looks good if you can't see it, that is, if it's not visible in a wide field of metal. It works best in lettering and very small details. This splotching is evident from the lady's cheek. If I were to guess as to why they did this to ill effect: they were experimenting with something new and once the budget got approved they couldn't look back. Bad execution, in my opinion, and they should have kept it to only the lettering and maybe some cross-hatching or stippling. That lady looks like a mummy!
