If you can get three fairly qualified opinions it's MS66 or above, yes. PCGS (inflated) price guide has MS65 at $240, MS66 at $350, and MS67 at $1100.
With the ding damage on the obverse, I'm not sure you'll net MS65. A quote from a resource: "An MS65 coin will have few marks and none of them can be distracting."
