This one was used as a descriptive tag for a key for a lock box for pad lock keys. You could punch any message that would fit in the limited number of spaces on the disk. Like this one This one is San Jose, but it wasn't space right. I have others that I have posted before also, The half circle punch out was so you could put them on a key ring.
