You wouldn't be talking about the smears around the stars and lettering and what appears to be rough surface and pit marks on the smooth faces. I believe this plastic token was hot stamped and the die was cooling or the plastics wasn't up to molding temps when it was injected in to the dies. The die was more likely a multi cavity one and the tokens were tree'd to make the vacuum depositing of the metallic materials on the surface of the tokens.

I've seen a roll of this skill token @ coin show w/medal alignment.
Dealer was asking some stupid $$.
Does anybody know the circumstances, where these were awarded?

I have seen either this style or close to it awarded for games of skill at the old time arcades, Skee-ball etc instead of paper tickets. Of course as the token wore out,lost removed the paper tickets and the dispensing mechs would have been cheaper than replacing the tokens. Although this one is in the transit style token and could be from the old style fruit,gum slot machines instead of nickles.

A souvenir of the opening of the downtown bank main building in 1971. The bank was swallowed by Chase years ago, what I find interesting is the helicopter above the bank!
