Is this lamination? or if not- what might have caused this- found it going thru rolls of pennies recently.

No...not lamination, that wouldn't be exciting. This is a massive struck-through. Someone else will have to give you better information, but this is a keeper.

Any further info as to how this happened/ possible value/collectability etc on this coin is appreciated.

Is the first picture of the reverse out of focus, I suspect it is.

As far as the obverse, It almost looks like it is a late capped die strike combined with it having been struck through a layer of grease while the die was capped.

It is not easy to tell from the picture but I think I'm on the right track. In any case, it is struck through something.
