Hello Persia.

I have an interest in anything Iranian/Afghani/Shia/Zorostrian so I figured I would comment.

I have never seen a circulating 75 or 200 rial coin. I imagine these are NCLT (non circulating legal tender A.K.A. "collector coins". Were these coin sold as proofs?

My guess (I can't not stress that this is a guess enough) one may be a privy mark?

Hello, yes these were in fact issued as proofs. These are mostly bought and sold as sets which include the 25,50,75,100, and 200 Rials. There are however two varieties some which are frosted and some that are polished. We have been dealing in these types of coins for over 10 years.
I like your theory on the privy mark. What do you think that means, was it from a mint (bank of melli?, Isphahan?,etc) or some other aspect of the coins production or origin, for control purposes.
Thank You hope to hear from you soon.
