I've seen this before on coins that have had poor storage. It's simply foreign material that has gathered and corroded on the coins' surface if I'm not mistaken.

They appear to be rust stains, caused by being in contact with moisture and a ferrous object.

Probably just staining. I wouldn't call it toning. Looks like some light bbq sauce.

Leave a few coins on your bathroom sink for a few weeks and you'll get similar effects. But cudda happened anywhere. Maybe on a shelf over the washing machine. Maybe under the washing machine, etc.

Put shampoo on a quarter and in a few short hours, it will turn it green.
