It is one of the HSN quarter series that is plated with platinum. People buy these and then realize they are just coins that have been ruined by plating and a true coin collector doesn't want them. Then spend them. You can make a scratch between the reeds and see the copper core.

They are not silver coins, just an altered coin. Note there is no cartwheels on the coin.
