I found a 1999 penny with NH stamped in it. I'm very new to coins. Can anyone tell me what happened to this penny?

What happened was the coin was struck and released into circulation, then some private company took a bunch of them, stamped the outlines of the states into them and then sold them in sets as novelty items. Then at some point the set was broken up and spent because they have no premium value over the face value.
