figures. if it is a real scratch, it does not surprise me that they would grade it as a 69. from what I understand however, is it not NGC's policy to have 3 different people look at the coin? the first guy is the official grader, the next two are just graders who spend less time with the coin and are there to verify the original grader.
the reason I am grousing is because I submitted an expensive coin with NO DEFECTS OR SCRATCHES VISIBLE AT ALL, EVEN WITH MY MAGNIFYING GLASS, AND I GOT A 67!

the kicker is, that unless it is a striking/minting or error coin, that you can see the scratch on their own verification website! I agree with the others, if it is an incused scratch, which is the most reliable indicator that it is a real scratch or damage... heads must roll at NGC,

guys grade the coins depending on how they are handling their hangovers...
