I am trying to decide whether to send this in as a potential upgrade. It is in an old ICCS two letter embossed folder

I'm guessing MS65. Not sure about an upgrade. Two letter holders are starting to hold a premium. If you don't get the grade you're looking for you may not be happy with the new holder.

I'm thinking ms64, based mainly on the 'X' mark in the obverse field at 3:00.

If that's not a mark, then it's a 65, but if it's there, then only an ms64.

Seeing that it is in a two letter folder,
I will say MS64.

MS 64 and it will stay in an MS64 if you go grade shopping.

MS64. There's some chatter in the fields and that's where ICCS gives most of the points

It is currently MS 64 and an unattributed SWL

There is a couple little "chattery bits", but nothing major. I think this would be a coin I sell, as I do not have much interest in this variety, but it sounds like I should leave it as is.

As you say if there's 'chattery bits' in the field, then not a chance it'll grade a 65.

I rotated the "x" at the 3 o'clock position and
got this. Clockwise from 12 o'clock follow the yellow dots.
forehead,bridge of nose and eye,nose,chin.back of jaw.
The rest of dots show flowing hair.
