Not a Cud.
A Cud is formed when the die loses a piece.
When it strikes a coin the planchet metal fills the missing piece of the die and a "blob" results on the coin.
Your coin seems to have a missing piece.
Not sure how that happened.

Just a guess, maybe part of the rim folded over and is still partially attached ?

I don't think it is a Cud either. Maybe a die chip.

I checked with JC. He also says it is not a Cud
