The "rare event" is when the break exceeds 4 square mm. This one does not appear to meet that criteria

So if it is not big enough, it is a die chip? This is one I found in circulation, what about this coin indicates it was cleaned? What do you think it was cleaned with? Thanks everyone!

Basically, it is too bright for the amount of wear it exhibits. It's a look you'll come to recognize quickly in time.

Thank you Coinfrog. What do most people use to clean? Why clean and put back into circulation? I'm truly surprised by how many coins have been cleaned. Also surprised by how many coins are thought to be altered. Both actions are mentioned frequently in this forum. Definetly eye opening.
