This quarter weighs 5.6, its diameter is .9455, and thickness is .0615. I've searched the net and have not found anything similar. Could it be an experimental planchette?

The weight of a normal Washington quarter is 5.65 grams, so yours is within the range. Why do you think it may be different?

Because it's smaller in diameter and thickness but it still weighs the same. What made me notice the coin is Washington face is smooth. There is no sign o smooth. At first I thought that somebody had grinding off the face but then as I thought about it there's no gouges in it. It's perfectly smooth and even. In order to grind it evenly they would've hit the colar I would think

The rim maybe flattened a bit from circulation. The weight looks within the acceptable range. On proof coins the rims are tall,but doesn't them them thicker. Just the rim is taller. The thickness of the coin is normal and weight is normal. So if the rim is flattened a bit, then it will seem thinner.

The face could be due to a dirty die. Is the edge reeded?

It looks highly circulated (like in a casino) or was intentionally sanded down. It didn't look like that after the strike.

After seeing it from the new angle, I don't think it was even a dirty die.

I think Coop nailed it, just a normal quarter that has been abused.
