"Us Special Mint Set" Identification

So I picked up this "1960's Special Mint Set" and in looking at it, now that I have it in my hands, it seems odd.

I know the 60's SMS's were 1965, 1966 and 1967. That said, this "SMS" is labeled "United States Special Mint Set" and has the plastic engraved with "Packaged By U.S. Mint" in the bottom corner, but the oddity is:

50C 1968D
25C 1966
10C 1967
5C 1964D
1C 1968D

See the images. Coins are fairly toned, but otherwise in good shape. At the end of the day, I only paid a couple bucks, I'm just curious what this thing is.

Looks like this is an OGP case for the 1967 SMS set which was opened and coins swapped out.

If your saying the dates you listed are the coins in that holder.

Than that means someone used a empty SMS box an holder
and put those coins into it.

That is the type box and holder that 1966 and 1967 Special mint sets were
issued in. When they were issued all the coins would have been dated
either 1966 or 1967.

Not the original coins that were inside the holder.
