Are there any reeds on the edge of the coin. If not, then it might be struck off center without the collar.

My scale is accurate, but not that precise. The scale was wavering between 2.2 and 2.3 grams, so I split the difference at 2.25 grams. Seems a bit light doesn't it?

It could have been struck on a thin planchet. How does it look compared to a normal dime?

If the weaker design is on the thinner side of the tapered planchet, then it is a planchet issue.

Yes, it appears that way. So if the weakness is on the tapered side, does that mean it couldn't be fully struck on that side? Here's a couple of pics, the weak side/reverse is on the left side.

It is likely what Coop said, a tapered planchet.
