Silver oxide is black, so in all probability that's what it is if they're silver. Silver cream will take it off. You might do that to one of them, but you'll end up with a shiny.
Bleach is a strong oxidizer and probably will turn silver black if you give it enough time.
These coins were cheap enough that you might want to test to make sure they are silver. It will spot and wreck the coin though.
