None of these were plated should be 100% nickel.
We'll need an accurate weight.
"Dipping" is not considered cleaning...

There was alot of die wear,cracks and chips in this series of quarters.
Can't tell if it's just the lighting on the obverse pic,but it appears that there is a very large die chip in the maltese cross on the Queens crown.

I bought a scale in town and weighed three coins of the same month in 1999 the dull coin weighs the least and the most brilliant the most hope this helps

Weight can vary greatly, even with the intended planchets... the mint has coin weight specifications, but it also has an acceptable range for Weight Tolerances...
