I guess they must have been produced in fair numbers because for such large attractive coins they are quite reasonably priced... either supply must be high or demand low.
Anything done to alter a coin from its original appearance will effect it's value one way or another. Test cuts usually detract from the value. On the other hand counter marks depending on what they are may increase the value.
