According to ebay, they can. I thought they can't, because if the transaction is cancelled, it's like it never happened. I thought there was already a thread on this, but can't fine it.

Yes feedback can still be left by a buyer if a sale has been cancelled But you would have to be a pretty mean spirited buyer if you did leave a neg in this situation.
I have had the odd occasion where a purchase/auction win has been cancelled because the coin has been lost or for other reasons, NO big deal
No money had been lost So no reason to get bent out of shape, There are plenty of other coins available
Rest in Peace

I believe ebay does send the buyer an email asking them to agree to a cancellation within a given period. That's how it used to be, at least.

Agreeing to that voids the potential for feedback.

I recently had a transaction cancelled by a seller and I had NO input whatsoever in it.
The transaction was simply cancelled by the seller, I wasn't asked if I agreed or not.
No Biggie , Stuff happens

I also had a transaction canceled by a seller. It was a BIN, but I think he meant for it to be an auction starting at $9.99.

He canceled after I paid and refunded me with no explanation. No biggie as I figured out his mistake( it was a relatively new listing) as I was browsing newly listed BIN's.

But, in my purchase history it remained there for 60 days, and it allowed me the option of leaving feedback. I did not and let it go.

But yes, you can leave feedback even if the seller cancels. You just find the purchase link and then click under options.

A few months ago a buyer overseas selected a BIN item and asked for an invoice. He decided, however, that he didn't like the shipping price that ebay GSP charged, and asked me to cancel it. So I did, and since no payment was ever sent I thought it almost never happened.

1 month later, that same buyer left me the following feedback for the cancelled transaction:

"Incredibly fast delivery on 1 lovely items.. Very happy, thank you so much"
