Identification-Of-Fiji-Token?

Hello all, could anyone help please in identifying this? It is 72mm diameter and weighs 288g.
I have owned this for over 20 years without having any idea what it is or even what its made from.

It is in a Royal Mint case but I've had no luck on their website

Some more pictures attached. I don't think this is a coin or a medal so probably not the best place to be asking but I literally have no idea what to even call it to search the net for more info. My guess is that its just some sort of souvenir but the fact it is in a Royal Mint case makes me think there must be some info on it somewhere?

More pics are definitely a help, but I am still striking out finding any reference to this piece. Could you maybe contact The Royal Mint and ask them directly?

Below is a link to information on the motto: honi soit qui mal y pen(se). I don't understand the tie-in to Fiji (other than the obvious connection of Fiji being a former colony of Great Britain). As the medal references Queen Elizabeth II, maybe this commemorates a visit of hers to Fiji?
