The term Specimen has come to be applied (especially by TPGs) to what the mint calls "Uncirculated" and "Enhanced Uncirculated" coins, most notably ASEs. The Proof and Ultra Cameo Proof label is usually reserved for what the mint calls "Reverse Proof" & "Proof" coins. In general, the Proof coins command a slightly higher price in part at least because they go through a generally more involved minting process.

Yes, but the RCM had Proof Like Sets before 1973. They had them from 1954 onwards. Originally they came in white holders and later in seal cellophane packaging.
