Your photo is a bit out of focus, but there is a possibility this is a blanking burr. On the link below, scroll down to the 3rd set of photos. I would like to hear a comment from someone who knows more about it than I!

If it was struck through a blanking burr the letters would still be well formed. I suspect a damaged rim that has been folded over the previously struck coin which then retained and worn through circulation.
