This is definitely unethical, but it doubt if it's illegal: I don't think it's mandatory for a buyer of a product to give a detailed description of how he or she intends to use the discussed product. If that was the case, I'd be extra happy not to work in an erotic shop, so to say. I've also asked people to hold a product for me in the past while trying to get hold of resources, however never with the intention to make a quick profit on them in this way. That just stinks, big time.
The guy might actually have some legal issues if he now sells these banknotes without being able to get hold of some in the described quality and with proper grading, though, but that doesn't apply to what he did here with SelectCoinCanada.

So did the notes he had advertised sell? Just curious.

I don't believe so, I gave myself some time to cool off and will message him this morning asking him to remove the adds. He didn't contact us last night so his attempts to sell them at a highly inflated price has been unsuccessful.

To add more to my original comment, I have a good relationship with my LCS and it would be insulting to pull a stunt like that. They would be quite justified in withdrawing my "most favoured customer" status.

I'll play out a perfectly acceptable scenario with a "most favoured customer," and this stuff happens all the time.

You: I see you have some banknotes and I might know someone who is willing pay a little more. Do you mind holding them while I see if I can flip them?

Me: Sure, no problem!

15 mins later....

You: I couldn't make the deal, but thank you for holding them.

Me: Ok, no problem, if something changes come back and see me.

...and now everyone is happy.

I think it very well MAY cross the line to illegal if he takes money for something he does not actually own or have the right to sell. (I'm pretty sure people have gone to jail for selling the Brooklyn Bridge.) The injured party, though, would be his buyer.
