If you've taken it out of its capsule already, odds are it wont make MS70. And if it won't make MS70 there's no point in submitting it that I can see.

I don't understand, why would taking out of the capsule to photograph it affect the grade?

In my personal experience submitting mint products to TPG's, the best results come from submitting unopened mint boxes of coins. Anytime you handle a coin, even with the utmost care, the odds that a tiny little tick mark will appear on the surface keeping it from a MS70 increase. Note for a MS70 coin, the coin has to be flawless under 5X magnification. So just because there are no defects visible to the naked eye doesn't mean that it makes MS70.

It is virtually impossible to differentiate between a MS69 and a MS70 coin by using images alone, The difference is that minute .

Seeing a single tick on obverse to right of left knee in skirt.

Likely a 69.

I agree with trout.

If I saw the coin in hand I still wouldn't be able to tell you the difference between a 69 and a 70 in most cases.
