My humble opinion is that Victoria's hair detail at her temple area seems to be quite indistinct, when compared to those equivalent pictures that can be found on Google Images for the 1893 proof Double Sovereign.

Coincraft warns of forgeries for this coin; that is why I went straight to Google Images for comparison pictures.

I have to admit, I am not a specialist in this area of numismatics.

PF 60 Cameo seems like a fairly harsh grade, but it's better than impaired, which would have been my guess.

It is impaired with so many scratches on the REV, a 60 grade would only be a British EF grade and quite a low grade for a cameo PF designation, only 1 graded lower at 58

They're not particularly common but as they're proofs a lot of the mintage would have survived in reasonable condition.
