Just a plating issue. Dirty zinc blank before it was plated with copper.

Sometimes it is from the plating being split. Air gets underneath to the zinc and it starts to break down.

Here's a good easy read for "split plating" as opposed to "bubble plating" where the coin looks like it has the measles!
