Just going through some silver my wife got from her dad, not a collector, more of a hoarder. The date looks as if the die was re worked especially the 4. Don't know much about these

That looks like 1943 WHO-003, 3-O-III as found on Variety Vista.
Go there and compare the rest of your coin with the other images.

There has been very little die re-engraving done for 20th century issues, most of the known examples are proof coins with few working dies. It cannot be repunched since the date was part of the hub design.

Well I went to varietyvista ,I compared as close as I could but there doesn't seem to be hardly any doubling as they show, so I am back to "I haven't got a clue" I will try and take a better photo of the date
