True full bands are both top and bottom bands around the fasces are completely round and distinctly split.

So how many Roosies did you have to search through to find those fully struck little beauties?

I found most of the dimes as individuals. Cheery picked, if you will at dealers, as most have little to no interest in FB Roosevelts. I have had some, but not much success in rolls as the majority have already been picked through.

As far as the TPG's go, getting the FB or FT designation depends a lot on which one you send it to. NGC and ANACS believe it or not are the toughest. Not only do the horizontal bands have to be full and completely separated, the vertical lines in the torch must be full and split as well. PCGS only requires the horizontal bands to be full and split.

Completing a set of BU Roosevelts is relatively easy and not that costly. But, get into collecting high grade FB or FT makes it a way undervalued set that is actually one of the more difficult sets to complete!
