I assume you are asking about the black, or very dark, areas of this coin.
It is nothing more than toning. It could occur either through contact with something that changed the color, such as the earth if it were lost, to any other number of possible chemical or heat influences.
The lighter areas on the top of the black is circulation wear that occurred after this dime reentered circulation and that wear rubbed off some of the black, leaving the silver color beneath.

If it has a "bubbly" surface, it has been a fire, or had heat applied to it.

The bubbles could be either from being in a fire or, like you suggested, blobs of solder. It could happen ... somebody left change out on their workbench and the coin got ruined.

These spots are on the same side of the coin and they both protrude out from the coin . Any error from the mint that makes them bulge ?

A gouge in the die will cause a raised spot on a coin but those are big bubbles on your coin. I think the die would have cracked apart with gouges that size. It does look just like fire damage.
