I got this message several times this morning when posting replies.

It'd sure be nice if we had some way of being alerted an issue exists before wasting time posting stuff that never makes it onto the board!

My experience with that message is that something's at least the site is not really busy but rather some link or word you have included in your post is being blocked and the wrong message is displayed.
