Never seen anything quite like that before, maybe once in the past as I VAGUELY remember something similar. So what's up with that? Early stages to the 1955 DDO's?

On each the first strike is normal and genuine. The later strike(s) were produced by a counterfeit die composed of relatively soft metal.
Error coin writer and researcher.

Rotated double or triple strikes do happen, sometimes the coin can even flip over and be struck again, but this one is misaligned and most likely happened like Mike said. It pays to be educated on coins if you're going to shop ebay.

Here is a genuine rotated double-strike in collar from Jon Sullivan.

If someone had a genuine example of this, it would be worth the time and expense to have it certified. Beware of raw errors if you are not familiar with them.

Somehow, and maybe it's just because this forum is educated, I thought error collectors were all about how a coin is minted and how errors occur.

Some of the stuff that goes for major bucks on ebay really disproves that opinion of the general population of error collectors.

So knowing what the real thing looks like, it a great way to keep yourself from buying a fake.

The strength of the doubled die should match exactly what you want to buy. No extra or incorrect doubling should be in place.
