Picked this off ebay in a lot of 5 IHCs. Seller didn't note anything of this even though it was pretty obvious in the pictures. I don't know if it would be a strike-through or peeled lamination.

It is a delamination that peeled off after the coin was struck.

It could be a lamination error or a strike through a delaminated piece of metal derived from another planchet. I suspect the former, as there's a short lamination crack that extends from the southern end of the depression.
Error coin writer and researcher.
