Yes - a "rim clip". There is a tiny corresponding Blakesley effect @ 180 degrees, which is a good sign.

the coin is also an example of MAD, misaligned dies. there is an incomplete edge to the rim.

if you look at the outer edge of the rim, start at the north end, and go south, you will see it starts to have a second edge. it is more pronounced at SW and SE areas of the coin
